convert VBA>VB.Net : module to access unmanaged function

A VBA module (see attachment for code) uses an unmanaged function to create a Virtual COM object that exposes file properties. I am looking for a VB.Net equivalent to access the unmanaged function. Need someone familiar with managed/unmanaged memory issues.
