I'm looking for a freelancer to implement the Johnson-Lindenstrauss transform in Python 3 which will involve parsing specified columns of a CSV, replacing certain entries, and outputting the new CSV. There are three functions total that need to be completed (the JLT function being the most difficult part).

I've attached the CSV, writeup, current code, sample code for JLT (found on GitHub), and the research experiment we're trying to test.
