I have great experience with GSM modules, Python and Selenium. I actually created full working prototypes for a startup company that would notify their servers with GSM tech. I have GSM modules on hand and could start working immediately. My experience is vast in both fields so I could surely provide you with what is needed. I have deep understanding of C++ to work with the hardware, I have micro-controllers on hand, and I am very responsive so I can tweak it however you may need. This project sounds very interesting and completely feasible, similar to those of startups I have worked with in the past, the main one being VadePark, utilizing IoT with a GSM foundation.
