While I realize this quote is outside your original budget, your original budget is not adequate for what you are asking if you're hoping to work with a real professional. I don't mean that as an insult, and I understand you're likely working on a student budget, but having worked as both an editor and a ghostwriter, editing a manuscript is only minimally—if at all—less work than writing one. The full combination of copy editing, line editing, and proofreading a 67,500-word manuscript is likely at least 100 hours of work if not significantly more.
