Wordpress Theme Design & Custom Plugin

We are looking for an experienced developer who can assist in creating a custom wordpress theme which will look the attached design brief. The mobile view and web view needs to be different as the mobile view will be used as a short term app. We require this to be turned around quickly. We also need a plugin created to integrate with the onesignal platform. The plugin will save any push notifications sent from wordpress in a database and will show these via a widget on the front screen. The plugin will also need to allow users to send manual push notifications which will require additional work upon the already available onesignal plugin. We would also require the plugin to have a page with a small form which once completed will send a notification to all users using the form filled data. The notification will include a link to the "Safe Page" where users will complete another form to confirm if they are safe. We are using the website mobile view as a temporary messure until we are able to create a custom mobile app. If you are able to create custom mobile apps, this project could lead to the app being awarded to you also. We will discuss this later on.
