Woocommerce with multiple currencies, discounts and shipping rules.

We have a woocommerce store that has 2 types of currency: COP and USD. For Colombia, we need to sell at COP and have discounts of 17% from 6 to 11 products, 27% from 12 to 29 products and 30% for 30 products or more. For the U.S. and the rest of the world, discounts are handled with percentages: 66% from 6 to 11 products, 70% from 12 to 29 products and 72% for 30 products or more. In addition to that, we need that the shipments in Colombia are free after 2 products added to the cart, but for U.S. and the rest of the world the shipments must be free up to 5 products in the cart. When there are more than 5 products, the buyer can not be allowed to finalize the purchase but show a message "An advisor will help you finalize the purchase.
