Website need template setting and increased webpage loading speed

Our Budget is: $15-$20 for this simple project. Time waster are not welcome. Please don't bid if you don't regard your bidding amount. Please bid if you are experience developers of 10+ projects. Our website is working fine and linking nicely with android app, We wish to update template for mobile/tablet/web. We have 2 data driven pages website. Listing page and Details page. We need following updates Listing(index) Page:- ------------ 1) Need Page colour change to Black, Need Text Color change to White. Header to Blue colour. Change Table Row background colour depends on Alert variable. *) if Alert = Buy, color = Respective table row change colour from Black to Green. *) if Alert = Sell, color = Respective table row change colour from Black to Red. 2) Check and update responsiveness for mobile / tablet app. 3) Fix signal time elapsed on Listing Page. 4) Hide web links on page. 5) Error page. Load from respective website. 6) Our database driven Pages load slow on Mobile, we wish to increase speed loading. We consider following solutions for slow webpages. i) Hybrid Page: Load Permanent Flags and Names from mobile & Dynamic values from server db. ii) You will do Cache testing and Page load from cache. Flags and Pairs name load from Mobile or users PC. Here we need CronJob to open pages every 01,16,31,46 Minutes. OR. Better solution to increase page loading speed. Our Budget is: $15-$20.
