Performance Review System for Politicians.

I need an Android and iOS app. I would like it designed and built to help citizens review the performances of politicians after they have been sworn into office. The system will consist of mobile app and back end. Users will be able to pick from different states, and different levels of political office and be able to share what they think about the performance of their candidiate. The politicians themselves will be able to access the system to show that their promises have been kept whenever they achieve a milestone. The system will run like a peer review system to enable the suses assess the performance of candidates. I want to hire a very sound thinker.
