This can be done in Microsoft PowerShell as it is Microsoft's scripting language with direct use of .Net as well as PowerShell cmdlets specifically for active directory. The script could take a single email address or if needed a list of email addresses, reset the passwords and send an email to each address with the new password.

Unfortunately I am unable to provide my works because they all work on company's intranet and confidential, but I am working on AD synchronization between systems and have experience on AD programming

Hi. I can write a script for you, as you enter email ut will reset password and send user an email regarding new password. problem with this logic is, if password is reset, customer will not be able to see email as well.

First the business process for password reset needs to be better defined. If a user's password is reset they won't have access to accounts. Password reset is tricky. Access to the password field on user objects in AD needs to be guarded so security isn't compromised. Yet this process needs to be usable by all parties. Meanwhile logging should track all of these actions. Suggest having a password protected webpage submit jobs to a database. Have a powershell script run as a schedule task check for jobs and process them. Using a powershell script allows quick edits for future changes and fully supports AD management tasks. Priviledged accounts should NOT be reset via this method and can be excluded in the powershell script. This also prevents a webapp from having too much access on the network. Finally, create a logviewer webpage that helpdesk can monitor.
