Need an app designed to use on iPhone and Android

Ladies and Gentlemen! I Need an app developed that will give the general public and law enforcement personnel the ability to immediately report a drunk driver to 911 or another number that is supplied by the police. The app needs to include the following: 1) a picture and or video. 2) A place to enter the License Plate number 3) Automatic entry of the address of the user and an entry field for the address if needed. 4) Entry for the approximate year, make, color and model of the vehicle 5) The time stamp showing the posting with the app 6) A link supplied to the Police taking them to the website where the data is stored. 7) The direction of the DD. Where are they headed and on what street. Maybe a small compass for direction. 8) A place for comments 9) Other items that the Freelancer may find a use for. This needs to be extremely easy to use as people sometimes get nervous when confronted with a crisis. Go for Dropdowns or automatically loading of entries when the data is available to capture. I am a senior web designer and I use WIX to design my websites. I am not a coder. So I need your help. We are a not-for-profit . ([login to view URL]) so at the moment money is tight. Now for long - in the near future we will be able to fund projects like this. If we can find a coder that is willing to put some sweat equity into the project we will make sure that people know who you are and how to contact you as we grow this business. Consider this an investment for your future. We can be a huge marketing tool for you because many of the police departments across the country will be using this system. We MAY be able to name the app after you. We do need to own the rights. I am working with a serious and famous senior Investigative Reporter (original cofounder of Mothers Against Drunk Driving (MADD)) who has already done this years ago and is taking up the fight again now using technology. That is where I come in. I am the tech person here in the mix. The data captured with this APP needs to be loaded to a website, possibly one that I can design but you will need to help me connect to it. No website development required from you. I have worked with young engineers for years.
