Hello, What you can do is to use visitor IP within an external service that will return you the location and show the proper view based on it. (That is if you doesn't have the location stored in a database) I would recommend you to load all the view but the component that is specific for each location (state) and get through ajax the component on the page that changes depending on location so the user sees the page is working but just need to get some information to show. What happens to users that visit the page and are not from USA? If you have the location stored in a database for the visitor already it will be much easier. We can discuss more on chat.
