Custom wordpress plugin

hello. i require a custom wordpress plugin creating. i want to allow users to create items (sport event tickets) to sell to others. i dont require any payment methods to be implemented as the payments will be cash only but i wish to control the sales by having the plugin auto fill the price based on the location they are seated. i can fill the amounts by location in the back end then when they state where they are seated they fall within a certain catagory it auto fills the price. i also would like their sales post to have a comments section so that perspective buyers can comment if they wish to purchase the ticket. i would also like for it to show the users profile details next to the post. any more questions feel free to ask. can you please quote me for this work. thanks
