Create a Crystal Reports with multilanguage function to translate labels

The multilanguage function should use external file, csv, xml or xls(what ever is working better) to translate all labels in the report. The transation file should be

LANGUAGE_ID | en_EN | de_DE | fr_FR |...

product | product | Produkt |

and can have HTML as strings also(all in UTF8 for special character working correct)

My idea is to change the function from:

[login to view URL]

,but with read in the translation array when report is starting. A parameter to ask for the language should read the csv or xml or xls from same relative location as .rpt with all translations.
