Create Android/iOS app and website using existing online job marketplace software

I am looking for someone to create a online job marketplace app and website similar to freelancer. HOWEVER, this exists already, I can buy a online job marketplace softare today, but there are too many to choose from. So I am hiring someone on freelancer to make the decision for me. I need an expert who can decide which software is best and get it running and knows how to customize it if it needs to be customized. NOTICE: I do not want someone to create the website and apps from scratch! That would be like I asked for a freelancer to pick out software to edit spreadsheets and they replied "I can make you a spreadsheet editor". The correct answer would be Google Sheets or Microsoft Office, not make it. This is the same idea. I do not want a programmer to make this because it already exists from several companies. I want you to pick one that already exists and get it running correctly. Features include but are not limited to: --Works on Android and iOS --Users should be able to post and bid on jobs --Payment will be through the app and money can be escrowed and released as milestones --multiple payment gateways like Apple Pay, Google Pay, Paypal, Amazon, etc --some jobs will be on a pre-filled form with pre-filled prices --freelancers should be notified through the app and by email of jobs that meet their criteria --users should be able to message each other through the app --users can upload photos through the app showing work was completed --a online website should also be part of this, so if users do not want to use their smartphone they can still create jobs online or check jobs that are available. --some method by which the freelancers are sent payment from admin --needs a dispute and refund process, and refunds or disputes are stored on the website and app, not refunded through the payment gateway --a way to have simple projects be taken by a freelancer without employer approval. For example, a simple project could be "take a selfie", and the employer could have certain requirements to check off, like must be a woman, in india, with black hair, smiling, and after that project is submitted, freelancers in india could be notified on the app and by email of the selfie project and whoever accepts it first would be awarded the project. I am keeping the budget small because I would rather start small and continue to send you additional money as you finish milestones. This should not be a big project, you are choosing software for me to purchase and you are installing it and customizing it if it needs it, it should not take a long time to complete. TEST: To test to make sure you would be good for this project I will ask you what online job marketplace softare you recommend we use for this project. If you do not know, you will not be picked.
