Code to send playlist to Spotify

I'm looking for somebody to create code which opens up a playlist in Spotify based on the values entered in on a web-page.
Currently, I have a web-page which connects to a database which lists every number 1 hit at specific date and time , and displays this list as a list of pages linking to the corresponding song on YouTube when a specific date is entered into the web form.
I'd like to develop this further and send this list to Spotify so that the list can be played within the Spotify app.
I am happy to do any 'donkey-work' required, such as update the database with (if required) the Spotify reference value for each song, or any other manual inputting work which might be required. To keep price down I can also test the application myself and feedback. Also, I'd like to be told briefly how the code works in case I wish to add to or expand the list at a later date.
