Build me a Website

I am building a website to connect Clients and Workers and make them perform a specific service. The website must include: -Main Signup for clients: -Main Signup for workers (Need to be manually accepted before they can browse the website as workers) (Also need phone confirmation) -Matching System for Postal Code (AutoSelect Workers and Clients from the same area) - Option to Select previous workers that the client liked (which will send the proposal to him first for X amount of time before sending to other workers) - Calendar with Date and hour where they can select one or multiple dates when they need the service and proceed the payment. -After payment is done (Paypal or Credit Card Information), the website will send the offers to the workers closest to the client first and after X time it will send to further away workers until one accepts it. -When Worker accepts the job it will be shown the profile of both client and worker and the Basic information needed for each other: - Rating System for both clients and workers kinda like uber with presets like: "Excelent job" - "Was Late" - "Unprofessional" and an option to write comments that will then be shown to private people - Few other details that I will describe later but shouldn't be harder than what already mentioned NOTE: I have a branding agency ready to work with the website developer.
