A good quality app in both android and ios wil cost you atleast 4 times your current budget. hey i did a gps app with offline map, movement lines in and out of server. it's crossplatform so works same iphone/android. while the app is optimized for avoiding knocking on doors twice during election time, if you need to go door to door looking for scrap, avoiding going to the same spot twice might be handy, or optimize your route
