Simple Web Hosting Web Site Design with SEO & CMS

I need to re-design my WebHosting website, with CMS and SEO. Need a PHP and SEO expert for a long term project. The languages should be in English. No ANIMATION No sounds If Possible No Graphics at All Optimized for speed and load time. Need to be very fast Top quality of images [If at all] (To obtain both I think about thumbs, or dynamical loading of images, php compression is fine I think) Internal search engine requested (if you use Ajax hints could be a fine idea) forum needed but messages have to be approved by the site owner An online payment [Paypal] should be predefined.
