PHP script for Excel Website connection

I want to build a website that allows customers to select a product specifications and quantity and be given a price for that item. I manufacture things. I want people to answer 6 questions needed to make the product, on the website and be given a price for what they want. If they proceed a shopping cart processes the order. It does not need a complicated shopping cart and an off the shelf such as Zencart would be fine.
I have a spreadsheet that calculates the price. I want to find someone who can connect the data from the 6 questions to a PHP script of numbers provided by a spreadsheet which in turn returns a price to the customer.
I understand I can build an SQL database from the output of the spreadsheet, which is takes time and is costly. I also can upload a spreadsheet to the cloud, which I do not want to, for security reasons. I also can get the spreadsheet to dump out a pile of numbers and connect those numbers via a php script to the website and give the answer. I do not know what the terminology for this is. This last one I want to do as I am told this is relatively easy to do. So I need advise on how to prepare my spreadsheet to feed the data to the website and someone to write the PHP script to allow the interaction at the website.
A friend, who is a whiz at this, did a dummy web page to demonstrate the feasibility of it but does not have the time to do it for me and I did not get any hints on where to go to find someone to do this for me.
I am yet to choose a web designer. This is a separate project but I have been advised as long as the website has the entry point for the PHP script, all should be fine.
Does anyone have the skills to do this?
