Interesting project (Php/MySQL/Ajax)

Hi, I have a creative project, that need strong analytical skills. It is not Huge in terms of coding, it is a medium sized website (Anywhere from 10 - 30 dynamic pages with simple codes. The graphic design should be extremely simple and clean. I want it to be like [login to view URL] Ajax interface is a most. Here are the areas that I care about, and that you must be able to do. Some are simple, but I just want to make sure that you know how to do it: 1- Track IP of users so that they can't do certain activities twice. 2- This website has to do with ranking a certain business. So you should be able to setup a cron job (or another alternative) that will run every night (or maybe week) to order accounts by a field, and this will be used to update the ranking of the accounts, instead of doing it every time the page is refreshed. 3- Have user privileges that can be changed by admin (Admin, Manager, Editor, User) 4- The website should have a Search Engine that could recognize Arabic Language, and also suggest corrections for misspells. 5- Allow users to invite their friends by entering their (Yahoo, Hotmail & gmail) usernames and passwords, and then send automatic invites. 6- users can get a small code of their business profile and take and paste it in their websites so it can link to and reflect their ranking. 7- Allow visitors to leave comments on profiles. 8- The most important part, is to have a chart such as the ones used in [login to view URL] and [login to view URL] where visitors can compare the ranking of up to 5 businesses. Therefore we have to save all the ranking information to make sure that we have enough historical data for visitors (we can play with this, I am not strict on how much data should we store. This has to be AJAX too. The design will actually be for a Right-to-Left language, so take that into consideration. I can help in the formatting, but I just wanted you to know. You'll do everything in English, and I will take care of the translation. I can also help in some of the graphic design if needed. Each profile will be simple in terms of contents: - Picture (one or more) - Name - 3 more fields. However there will be several business rules involved, and I will explain those in details later. This is really the core of the project, the rest are small requirements and If this do that type of stuff. Once I choose a provider I will send a very detailed Functional Specficiations document. So you don't have to think to much, I will lay it out for you, and I will create mockups, and I can even design the layout. I can help as much as possible too.
