System that allows users from different parts of the world to develop project proposals online and submit them to a central fundraising department for onward forwarding to potential donors. If funding is located, then the funds are transferred either from the central location (where the donor will have remitted the funds, or the donor sends the funds direct to the country office (CO). The CO is then required to submit quarterly reports to enable for disbursements, accounting for the funds received prior quarter. Thus, they will need to perform forecasting. Funds are requested for quarterly from the HQ - quarters are Jan-Mar, Apr-Jun, Jul-Sep, Oct-Dec but if a project starts in Feb, then the forecast is for Feb-Jun. Planning is done by phase/activities/ouputs and costing is done per activity and must correspond to the organization chart of accounts which is based on inputs. The COs use local languages, so atleast the system should be operable in Spanish, Arabic, Russian, Portugues, French and English. The planning and bugdeting will be in local currencies. The system will need to import data from the CO's financial system, but where there's no system, the system should provide for a financial accounting features. Further, it should allow for uploading for programmatic narrative reports, statistics (eg number of bulls slaughtered in a quarter). The system should allow for reporting in donor format and standard institutional format. ## Deliverables The country offices have different financial systems, of which some use MS SQL and others are on different platforms, though most of them run on some database engines/platforms. Few are running on a network environment. However, the country offices may merge the systems in future, and that system will run on MS SQL server (that may be some remote possibility, i.e. in far future). It would be ideal if this proposed system can have in-built financial accounting features that may encourage some COs to migrate. Also, due to infrastructural challenges in a number of the countries, it would be a great feature to have an offline capacbility where they can work offline and then synchronise whenever they gain connectivity to the internet, or better still, they can send the transaction and data logs to another site (via some writable media) for upload. * * *This broadcast message was sent to all bidders on Sat.
