LUA Game developer

Our gaming community is looking to host a FiveM role-play server. We are a community with around 1500 members spread across multiple games. We rented a server, installed ESX full pack and a hand full of custom scripts that we modified to fit our needs. But soon we noticed that certain community wishes are either not available or too complicated to produce our selves. ESX runs mostly on Lua. A language none of us are experienced with. For starters we need a "Mobile Data Terminal" or MDT. Which allows players to access vehicle information from within the game it self. Just like the real deal. The current plan that we have is to host it outside the game on a web server (that uses the same DB as the game server). And just put it in-game using a iframe. This was in our eyes the easiest way to accomplish our goal since it wouldn't require a lot of Lua. How ever, if possible we would prefer the system to be running fully in game. This would eliminate the need for logins. Secondly we have a fully custom gang system in mind that we would like see on the server. Which is more complicated and needs a lot of in-game events happening. Lastly there is a "to do" list with about 50 small tweaks, new features or bug fixes that are still pending. For the entire completion and fine tuning of the server we have set apart a budget of €1000.
