Create a database and simple web gui

I have web crawler application that will import data like in the excel file attached. The db size will be around 2 gb. Need some to create a database that will contain all the fields like in the excel file attached and to be optimised for speed. Also need a webaplication / script / site where all this data from the database can be selected (by car make, type, year, engine etc..) and the ability to export the database data to excel. I will be inserting new prices every week, acctualy price updates, so I need to know how can we make database insertion via web crawler so the script can show me which products price has changed since last update. For example in my xls file, there have been 2 price updates (column k and l), and I want the script to be able to export only products whos prices changed from last price change in this case take a look at k3 costed 29,95 on 3.4.2016 and on 10.4.02 the cost was 25,95. so the price has changed for this product, I want it to be exported. Please give me suggestion on what would be the best way to do this. Because I know its a problem with this price changes, since everyweek there is a new "column" added to the database with its date. Or can it be done by inserting the price to the same product but with different date so the script can see when the price was added and sort data that way. This is an ongoing project, and updates will be needed every week (ofcourse the work will be payed). Open for any suggestions.
