Android Mobile application development for IED reporting in Africa Provision of Android Mobile application development for IED reporting 1. Introduction 1.1 The concept for the project – there is a need in Somalia and other parts of the globe to improve the reporting of improvised explosive device (IED) incidents. Access to computers traditionally used to create and submit reports is limited in many of these developing countries. However, many police and military personnel have Android-based smartphones. 1.2 The intent of this project is to create an Android application, in English, French, Arabic and Farsi language versions, that will easily collect and report information required for effective reporting. 1.3 The key goal is to provide a user-friendly mobile application for police and military personnel to use for collecting information about and reporting IED incidents. 1.4 The mobile app should work on Android platforms and should be functional without an internet connection. Reports and photographs should be saved on the phone with an ability to send the completed report and reduced photographs to a designated email address once an internet connection is available. 1.5 Graphical design. The app will include simple drop-down menus, selection options and text boxes to collect relevant information about an IED incident. 1.6 Desired time-frames for product delivery – a completed android mobile application and working plan for designing shall be proposed by the contractor along with the technical and financial offer. 2. The details of the project 2.1 Screens - Screens (tabs) should be presented separately, with images available, presentations, and all other visual materials. 2.1.1 Registration. After initial download, the app should start with a registration process to establish unit information, contact information and reporting information. Data in the below fields will be collected and used in the reporting process in section 2.1.4. - Name - Military / Police Unit - Affiliation (government or organization) - Contact information (email, phone #) - Approving authority (who is the report sent to?): - Email address of approving authority (reports sent here and to designated UN email) 2.1.2 Warning. A warning should display every time the application is opened (after initial registration). Warning: ensure area is safe before proceeding! 2.1.3 Take Photographs. After the warning screen, the camera opens with instructions displayed on the screen. All photographs should capture time, date and position (geographic location). 2.1.3.1 General area photographs. Instructions displayed: - Face north from incident site. Take photograph. - Face east from incident site. Take photograph. - Face south from incident site. Take photograph. - Face west from incident site. Take photograph. - Next: IED incident site photographs.
