Build an Android/iphone/desktop application

Good day, We are a trucking and transportation company operating locally in Quebec. We are looking for someone to develop/write a program which will be android/iphone/web based which will keep track of our drivers (client program) and trucks in different ways and report to dispatch/management (master program). Client program: The program must be developed for android/iphone and have (1) a username/password login combination for the drivers/operators and based on it's logs the pays will be (2) generated automatic through daily/weekly/monthly reports (more details on the pictures).(3) Real time tracking (every 2 minutes) is also required for the client program. The sequence must be like: (4) login -> start workday -> stops/fueling/deliveries/pickups etc (details will be discussed with the developer) -> end workday - photos of logs/paperwork/receipts etc (Taken with the phone's/tablet's camera - uploaded to the server/database). A messaging system must be also implemented in the application for direct communication with the dispatch/management. Master program: (5) The master program must be developed for android/iphone and windows desktop. It will have access to locations of the client program along with times/dates and distances covered on visual map data. (6) Once a driver logs in or out, reports an accident etc or exceeds certain criteria a notification must be send to the master program. (7)The master program must have reports based on each driver (hours worked, overtime etc). (8)Also a truck, trailer and general company equipment maintenance schedule is needed with notifications for upcoming scheduled maintenance etc. The program for now needs to mostly do these functions. Later we would like to add additional functions such as sending dispatch moves to the client programs with instructions and navigation data etc. For more visual information please see the images attached.
