The zip files on the web page you reference appear to contain the same data as in the xml but already split into a csv file per table. I would recommend that a data import routine is constructed in Access based on the csv files. if necessary the VBA code could unzip the files itself. I have completed a number of access projects that have involved data import / refresh from a variety of file types.
