A user registers with email and password, gives personal details such as name, sex, date of birth, address, country, mobile number, aadhar number, etc. and one photo. He is allotted a registration number, taken to a payment gateway where he pays Rs. "x" registration fee and exits. Different users register and each is given a unique registration number. So take an example: let us say there are 100 users who register in India - 40 are from Bihar, 30 from Delhi, 20 from Karnataka and 10 from West Bengal. There are 100 registration numbers generated by database. Now each user has a date of birth. The 40 users from Bihar, 30 from Delhi, 20 from Karnataka and 10 from West Bengal are given a priority rank number by seniority of age - so the oldest person out of the 100 in India gets ranked one and the youngest gets rank 100. Now if there is a 101st user who registers from say Punjab, if his DOB is say the youngest, his rank in Punjab is number 1. Accordingly, as users register in India, they are ranked according to the state by date of birth. The benefits of registration are by seniority and go down the order with the youngest getting the benefits the last. So Module 1 is User Sign Up and Module 2 is User Profile. In User Profile, user can change his contact details such as email, phone number, address but he cannot change his date of birth. Module 3 is payment gateway. User can cancel registration for 50% refund at any time and he will be removed from rank but his details will remain in the database. This is the website. Nothing more.
