I have created a client in python using bacpypes library to identify devices on a bacnet network. Happy to give a try using Kotlin + BACnet4J. I think community version of bacnet4j is limited to some features when I looked a year ago. Will be a good learning and side kick POC for me too. Feel free to reach me. Thanks.
