The task requirements that you listed require the development and implementation of a number of HR systems and processes, as well as ongoing interaction and communication between the various parties.
So the starting point may be to understand your business, identify the priority systems and processes from those listed, plan their implementation and get underway to develop the associated documentation and plan its implementation.
I am not sure if this is a job for one freelancer, or maybe a team, both onsite and offsite perhaps. This needs to be clarified and a staged development process implemented.
