New CSS JQuery Menu for Existing Website

MENU\r\n\r\nScope of Work\r\n\r\n11/26/2013\r\n\r\nBackground:\r\n\r\nOwner has e-commerce site with many customers. Customers use all types of computers, browsers and equipment to access site and make purchases.\r\n\r\nOwner has website with a javascript navigational menu. Current website has 100+ HTML pages. The navigation menu appears near the top of each of these 100+ pages. The current menu is working fine, but must be updated so that the links and anchor text can be crawled by search engines.\r\n\r\nThe navigational menu appears on each of the 100+ plain HTML pages on the website and allows for navigation to each of the 100+ pages with a single click.\r\n\r\nThe menu is a horizontal drop down menu which appears near the top of each webpage.\r\n\r\nThe menu has 7 main columns or categories each category has up to four levels of sub menus. \r\n\r\nEach sub menu has as many as 17 hyper links.\r\n\r\nThe column anchor text has as many as 50 characters.\r\n\r\nEach sub menu anchor text has as many as 100 characters\r\n\r\nThe menu is loaded onto each page from two javascript files which makes it possible to instantly change the menu on each page by changing and uploading a single javascript file. While this is desirable, it has drawbacks for SEO reasons. This is why we need to update our current menu.\r\n\r\nScope Of Work (for SEO Contractor)\r\n\r\n1) Consult with owner to determine the best menu type to use. Preliminary research suggests that CSS with JQuery is the best choice.\r\n\r\n2) Using the existing menu as a model, set up a new menu with the following features:\r\n\r\nA) Anchor text, hyper links and titles must be able to be crawled by search engines.\r\nB) Must be compatible with all browsers including older technology and browsers. (CSS3 and HTML 5 will not work). Stick with what works on as many computers as possible.\r\nC) Must be horizontal with drop down and fold to be as compact as practical.\r\nD) Must have 7 columns with up to 50 text characters and be expandable to up to 10 columns by owner.\r\nE) Must have 4 levels of submenus.\r\nF) Submenus must handle up to 20 anchor tests with hyperlinks.\r\nG) Submenus must handle up to 100 characters of anchor text.\r\nH) Anchor text and drop downs must has hover animation.\r\nI) Hovering on anchor text shall have the ability to create a popup image.\r\nJ) If possible owner would like to be able to update just one file to update menu for all webpages, but this may be impossible due to crawling requirement A. \r\nK) Menu must be designed to fit in space as presently allotted at the top of each of the existing webpages.\r\nL) Menu must match colors, decor ans style of exiting website, be concise, compact and quick. \r\nM) Menu must be able to be easily changed, updated and edited by owner.\r\n\r\nOwner to assist as needed in this process. Programmer to provide code and instructions to owner. SEO Contractor shall provide Owner with a consolidated work-done report on a weekly basis at the end of every week.\r\n\r\nPayment\r\n\r\nOwner shall pay 75% upon satisfactory demonstration of menu on owners webpage from you server\r\n\r\nOwner shall pay balance upon completion and 2 weeks testing of menu onto all website pages.
