Custom Mangement System

We are looking for a long-time partnership. I’m looking for a full stack developer that can help me create a web app using a backend in PHP and a front end using Angular or VUE (preferably VUE). . The project is to create a custom and smart data entry system for our school that handles current and future payments. So admin can view what's due, and payment that are upcoming so we can charge accordingly our clients. So you have an idea and can bid accordingly. We must be able to enter new customer, generate automatice customerIDs that use the first letter of the last name follow by the following available number. For example: John Smith customerID = S001 and Jane Smith customerID = S002. We must be able to add certain information for those clients, like family info, children, how much they have to pay, we need to be able to edit every detail. You will be working on a template (UI is done, we just need to make backend and serve it to the UI) The system has a lot of moving part, must handle our custom needs, and print reports. This would be an ongoing project for a couple of weeks because of all the details we must include, please bid accordingly.
