Paid Video Site (Youtube, except pay-to-watch)

I WILL CONSIDER DETAILED BIDS ONLY - preferably if you can give me a range of prices from low to high depending on the feature set of the website, the amount of "customization" (for example, if you use Bootstrap, how much more expensive if you customize the look), details like that.
I need help building every aspect of the website. After the site is built, if we work well together, I'll also pay you part-time to maintain and upgrade the site.
I'm looking for someone who
1. Speaks good English
2. Is a RESPONSIVE and GOOD COMMUNICATOR - if there is a problem with the website and I send you an email, you should not take more than a couple of hours to respond to me if it's not night time wherever you are.
3. Don't need a lot of handholding in design - I will send you "example" websites (existing websites similar to what I want to build)
4. Has experience building eCommerce components - payments processors, etc.
5. Has a lot of experience with databases, managing/maintaining user accounts, CMS, etc.
6. (Preferably has some knowledge of website security)
I would like to create a paid video website. Basically Youtube but users have to pay to watch the videos. How the website will work is that creators/distributors of videos will create accounts on the website, and upload their videos onto these accounts. People who want to watch these videos will also create accounts, and pay for each video they watch or download. (I have not decided whether it will be a streaming or download service.) Every time a customer pays to watch a video, the payment will be split between the website and the video uploader.
Key components (please let me know if there is a component I forgot to mention):
- Basic HTML and CSS website
- User account creation & verification
- Content Management System - for user accounts, video uploads, etc.
- Basic search functions (searching keywords, tagging, etc.)
- Favorites functions
- Robust database to store account information, transaction information, videos, comments, etc.
- Financial payment intermediary integration (Paypal? Or a similar service)
- Hosting
- Automated emails for account verification, reminders, etc.
- Comment system for each video
- Community Forums
- Ability for someone with basic knowledge of HTML, CSS, and Javascript to make minor changes to the website

Feel free to use any pre-built components - Bootstrap/Foundation, Wordpress/Joomla/Drupal, etc.
If you have already built components for your previous sites, feel free to use them as well.
