Get a Website Built

I'm trying to make a website with a database, which there can be two ends. One end posts information, the other end can use the information posted to take action. The database add up every time a person adds information to a certain section. I'm trying to make something extremely close to a police database. But it is for a game. I want there also to be a able for a person to create a made up character which then police can add information to his file, and can be used against him in the future. This is for a game. I want the character creation system to include: Name Date of birth Valid ID Valid license warrants for arrest Gender I want the cop to be able to edit some of these things. renew License renew ID revoke license give warrant for arrest give citations give warnings reason for warning/citation/warrant/revoke license can search up people names (the characters) to show previous citations/warnings etc. and any warrants for arrest. Another part. is to put a page where people can post of a car was stolen. it would be sent to the cops. Car type car color description of the car and how it looks Also I have a logo currently but it is not that good. If possible to make it look better and more clear. All pages must be branded with Copyright 2017 Cloud Role-Play. And the logo must be at the top of the page.
