Build a website with Wordpress and some backend

We are looking for a web developer with knowledge of JS and DB knowledge for building Wordpress website. You can see the website description in the attached files. We have 2 applications which sends two kinds of reports (like 1 - 20 reports a day) that needs to be kept on this website and should be shown to the user (after the user logged in, at the "info by dates" page). So site will be able to collect these files and save them as separated pdf by users/dates/and 2 report kinds for each time when data gets in (so some backend work should be done at this part). With the pdf file we sending user id for the identication part for this site (that site will idendify who will be the owner for those pdf files). Additionally we need a separate page that will be seen by 2 users only that logged in. Only they can upload and delete new mp3 files also copy mp3 url's for autoplay. This page should contain Autoplay mp3 files (when url is open by anyone from outside it should play mp3 file automatically on separate page (each mp3 has it’s own url)) that will be used by Twilio service. - There is also option to get Strings and Images sent by our apps instead of ready-PDF docs if it will be easier (But then PDF should be generated by the site itself) The website should support 3 languages (we will provide you the strings). Any additional ideas for changes/additions to the good will be welcomed (after confirmation from our side). The freelancer that will be hired for this task will get more jobs in the future from us and our partners. Our budget is 50$-100$. Thanks, Ron&Max.
