Create online searchable database from existing form

We are looking for a company or person to help us with a long term project. We currently have a system where our security guards complete an online form that provides information using formsite.com. Once a week we export the data to a csv file and import it into a Filemaker file.  The filemaker file has two layouts that we then tabulate and use to produce weekly reports. The weekly reports are converted to pdf and distributed via email.  Each week this is done manually. 1. Guard Enters Date 2. Once a week data exported as csv file 3. CSV file imports into Filemaker 4. Filemaker sorts data and creates desired layouts, then prints to pdf 5. Staff emails Pdf's to appropriate people The guards enter the information at http://www.602Reports.com. I've attached 2 PDF files of the reports we currently produce each week. One report is a summary. The other is a full listing of each record **************************************************************** We want to create the following: An online database that allows us to do everything we currently do, only not have to printout and email reports. We want the data to be available to the guards from the iPads: We need to control who has access to the database and approve access for each [login to view URL] need to be able to set privileges for each person. We need to control who sees and enters the data. Some people may be able to see some data, that others can't. The ability to have access to the data in multiple views and parameters as shown on the provided pdf's, from a smart phone, ipad or laptop. We need an easy to use graphic interface for the guards with clear screens for data entry and search. As well as the ability to import and export data in any of the tables fields, from the back end. We would like to move from emailing and printing weekly reports to a system that does it automatically when told to do so. Our vision is - The guard enters the info on a phone or iPad, AND can have access to the data right away.  For example, the guard meets someone who says their name is John Smith, It would be nice for the guard to be able to enter the name and see if we have a picture for John Smith. We also will need an interface from desktops as some people who will be viewing the data will not be in the field. This will be an ongoing development project. We will start with just the fields and data listed on the current form at [login to view URL] (pluss the tracking).  Over time we will refine and improve the database and the information it contains. All information must be hosted on a secure server with redundant backups. We want a weekly backup posted to our server. Whatever we build must be scaleable. We prefer USA Based providers only because of the communication issues. We will accept bids from others but:#1. Your English must be impeccable#2. You must be available via phone or text between the hours of 8am and 6pm California time.#3. We want to be able to see real-time working samples of previous DB project. Again, this will be ongoing.
