I need to get a program that will import and output an Autocad 3D DXF vector file and translate the X Y coordinates from a local grid to a UTM grid, and from a UTM grid to a local grid. I have the transformation formulas in an excel spreadsheet.

I have already dealt with the task of converting UTM coordinates. Do you need only a command line utility for converting coordinates? Or the viewer is also needed?
