Hello, I am interested to design this board for you. I can design board (schematic, layout and prototype) with pic controller and other required parts. I would suggest breaking project in several steps - confirming circuit schematic and components, making layout and finally making prototype PCB with all components for testing. Most expensive parts will be adequate solid state relays, most likely on heatsink with screw terminals for connecting load. For 12-24vdc counting inputs isolated optocouplers will be used and RS485 IC for half-duplex RS-485 connection. I am not quite sure what you mean by "It must be able to detect 4 ac inputs". Do you need microcontroller to detect if there is AC voltage connected to solid state relay? Best regards and let me know any questions.
