Guidance on how to configure Dashboard-Only mode in Kibana

I already have elasticsearch and kibana installed on my computer (window 10). I can start both services. Now, I need to configure the user management for Kibana so that only certain user will only have Dashboard-Only Mode view as shown in [login to view URL]

I tried to configure but I got error "Kibana server is not ready yet". Need some assistance (i.e. remotely) to configure this to make it work.
