Web Developer needed ASAP (ASP.net vb sql server)

I am hiring on behalf of a web agency in Norwich/UK.
We are looking to hire a dedicated full-time developer for a minimum 1 month period.
We are yet to find a reliable outsourcing partner, and we hope that you will be able to help. Having had many bad experiences in the past (ranging from poor levels of English, exaggerated levels of expertise and slow response times).
The developer we hire will need (these are all essential);
To be fluent in English (written/spoken)
To offer incredibly fast response times/turnaround
To have at least 5 years asp.net experience – expert level of skill in VB.NET
To have at least 5 years MS SQL Server experience
To be available on a full time basis starting immediately
To have the ability to work with existing code bases and quickly find resolutions to existing issues
The interview process will be as follows;
First interview via telephone, email or Skype. The duration of this interview will be a around 5 mins.
Due to the aforementioned bad experiences we have decided to set a task in place of a second interview.
The applicant will have a set timescale to find and implement a fix to a number of existing bug(s) on one of our websites.
We will be looking for a developer who understands the brief well, responds quickly and is an independent worker.
Assuming the above issues are resolved within the set time to our satisfaction, we will make a payment for their time for this work and the successful candidate will be hired on a full-time basis. Any developers who complete the tasks on time but are not successful on this occasion will also be paid for their time and their details will be kept on record for future reference.
