Looking for someone who can design a competition structure for all sexes; age grade, junior, intermediate. Senior and elite. Must be inclusive of disability sports. and have a proper points scoring and promotion/demotion system. Level of competition should be from grassroots ( village) , county. district, region. leading to a national competition. This should include a refereeing and coaching structure. I need a fully workable document detailing how this will be successfully implemented as specified in the intro write up

I'm an experienced game designer with some sports games under my belt. I'm also a big sports fan and have broad knowledge of promotion/demotion systems, scores, individual awards, statistics, etc. I'd need a better explanation regarding "refereeing and coaching structure", though.
