Portable App for Returning Information about Windows OS & License

I can write an app using C#. Should that be a desktop or command line app? Where should be the log file saved? Should be the path to the log file a parameter? What if the log file already exists? Should we append the new text or delete the old one and create a new one or should the old one be renamed?
