Depending on what the program is written in and what it uses I should be able to port with no difficulties. I assume that it is probably written in visual basic, which is one of my specialties.

Your program is written using the old version of Visual Basic, so it cannot works on modern operating systems and should be developed from scratch. My preferred language is Visual Basic, I use it from the first version to the actual one Vb.Net, so I have no problem to understand what your previous application does and recreate it with modern technologies.
