C# to create Windows Firewall rules

I need some C# code in a console app (there is plenty of sample C# firewall code via Google) that does the following
1) C# function that creates a rule to block all outbound IP addresses not allowed in 2) below
2) C# function to add a new allowed IP address in the outbound rules. I should be able to keep adding new IP addresses to the outbound rules
3) C# function to disable or enable the rules for 1) & 2)
