Bootstrap multi select drop down list with .NET MVC c#

I am using bootstrap multi-select drop down list. I am using it with .NET MVC 5 (c#). Based on the user selecting a drop down list item, the multi-select drop down list will populate so it retrieves the data. I have the code that that will pull the Text and Value to go into the multi-select drop down list. I am having a problem in that the the multi-select drop down list does not display any data. Note, multi-select drop down list is required so the user needs to enter a value before they can select. Note that initially all values in the multi-select drop down list should be selected. Edit View: In the Edit View, the values that were entered from the Create view need to be populated. If the user selects another items from the main drop down list, it should repopulate the multi-select drop down list. It should work as expected. MY BUDGET IS $45 for this work. It should be fairly easy if you have done with with mulit-select drop down list in bootstrap.
