Mac adress capture, processing and distance measurement

We require a skilled developer with knowledge on wifi to develop a software based MAC Address capture app that can run on linux. main goal : 1 - mac address identification : - capture all mac address even if they are note connected to the network - to fight against mac adress randomization of IOS/android : do Request to Send command (RTS) to obtain the real mac adress of devices. Check this URL : [login to view URL] - save mac adress, and all attribut (time connected, time disconnected) until the data is sent to a server. - manage trigger when finding an existing mac address profile to send a task to a server 2 - Measure distance based on signal strenght or any other technics We need to be able to know witch device is the closest to the module at a precise time to synchronise it with other data, based on timestamps. We want to be as sure as possible that the mac "this" mac address was there during a special action. We think that the precision of measurement should be less that 1m. You will need to have strong experience in Linux, or openWRT, network stacks, background services and communication using REST web services. any other pragmatics technics proposals are welcome to acheive this.
