To provide a web based application on the scale of ArcSims would be a big challenge even for the most skilled of developers, even quoting this i'm not entirely sure I could do it in this time frame or on this budget, the most expensive aspect to doing this would also be beyond the coding, and that is obtaining the GIS data.

I agree with the previous bidder that this would be a complex project. If it is developed using ColdFusion, that will speed the development cycle a bit. GPS Integration will be the time-consuming effort, and you may need to pay addition software licensing fees to integrate with MapQuest or similar databases. This looks like an interesting project and I would be happy to help with needs analysis if you would like more information.
