App Developer for Financial Forecasting

I am an individual who wants to develop a prototype app from an Excel which uses a VBA uder-defined function. I have no plans to make this commerical yet, I just want to see what is possible and at what price. The minimum viable app will be called "Mr Simple" and will need to work on Android and iOS entirely offline and the app must be capable of being modified by any Microsoft Visual Studio installation. I will now describe the minimum app. The app will open with an image of a cartoon character for three seconds, then the user will see 2 tabs at the bottom left (this is Work Package 1). The tabs will look like a spreadsheet or a web browser. Tab 1 "Input": The app will need to accept different numerical inputs (and store them in the app when the app is closed and reopened). The inputs will be gathered under different headings. Basically it looks and feels like a tax declaration form. There would need to be some basic validations (checking all numbers are greater than zero) and units would need to be visible on each field. The number of inputs would be around 40-50 (this is Work Package 2). Tab 2 "Output": When this tab is clicked, a stacked bar chart would cover the whole screen. The chart shows different types of wealth by projection year. There would be seven bars stacked for each year. The bar chart would need to start with the first input, age and show bars upto a chosen number of years (this is Work Package 3). Behind the scenes, the app would do some calculations. I have the VBA which converts the inputs into ouputs which can be easily translated into C#. I would not need any coding for this, I can code this part, but I would need a basic example already coded in the prototype to show how to link the inputs to the stacked bars (this is still part of Work Package 3). That is all. I basically want an app version of a spreadsheet. I can supply the spreadsheet if this project is of interest. The main criteria is the app must be visually appealing. It must be beautiful and look professional. For this reason, samples should be sent to show the end result. Payments will be released at the end of each work package. Once the minimum viable app has been developed and shipped, a further iteration will be developed. I was wondering whether you would be interested to code this and sell the source code to me? Otherwise, maybe you would know someone?
