facial image processing and motion recognition

Hi, This project is a security project. There are two things here 1) We create a database of students with their parents and Guardian. Also database of all the staff- teaching and non-teaching including guards is made. When the child enters the school, CCTV captures the face of the child, matches with the database and a message goes to the class teacher and parent stating that child has reached the school. Attendance is marked. Similarly, when the child leaves the school a message is sent to the class teacher and parent. All messages sent in the school are in the chatbot. For parents, it is an SMS. 2) Here we capture different motions of the child, interpret it and send messages accordingly to the concerned staff. For eg: if a child falls in the playground, live CCTV footage captures it and the backend software understands that child has fallen down and immediately sends message to the school doctor to attend the child with the correct location. Another eg: If two children are fighting in a corridor on the 2nd floor of the school, the software analyses the live video from the CCTV and sends message to the class teachers of the respective children. Now this motion portion is what would be true machine learning activity. Here, from the live data we will have to make the software understand different actions, interpret them and take actions accordingly. There would be many cases and need to be discussed with the school staff. I have just given 2 examples to make you understand what i mean by motion. Now, coming to the softwares: You need to choose the software to make this. Only thing is that it should be FREE. no cost. Please let me know if you have understood what i am expecting.
